$1000 for a 1990 seems kinda steep. Carb work might just need cleaning, which should cost like $20-$30 bucks if you do it yourself or probably $100-$200 if you send it to a shop instead.

I have a 1996 gsf600s bandit, the idle screw won't turn out, the spring holds it from turning out any. The bike has no room to get any leverage on the crappy little knob. Does anyone know a trick to not have to tear the carbs off the bike? ok got the screw backed out, used a socket on the knob...
