1. Unhook the battery as previously suggested.
2. Use a filter wrench to remove the filter, you could be turning it backwards. Lefty loosey, righty tighty - tougher to figure out upside down.
3. If all else fails, jam a screw driver through it to turn it
4. If this fails, use a chisel tip punch...
Not good. Don't even ask about mileage if you're driving an F-450.
There are too many unknowns with your question: gear ratio, standard/automatic, year, what you are towing/hauling, 2x4/4x4.
Say city 8-10mpg, highway 10-15mpg.
