Since it has a carburetor and not fuel injection, you need to pump the accelerator a few times to get the fuel from the tank to the carb. You may want to replace the fuel filter(s) as well; there should be one near the fuel inlet to the carb, and maybe one in the line going to the carb

Without knowing more about the condition of the truck, all you can get here are "guesstimates"

I can only guess, not knowing the car itself, that there is a knob or similar on top of the seat that is pulled up, then the seat folds down
