For some reason, Google Chrome on my laptop has started to prevent me from mousing over to the side of my screen to pull up the hidden Start bar(Windows 7). If Chrome is not minimized, no other program will show up on top of Chrome, even if I click to bring it to the front, Chrome still shows up...
