    Is it possible to deactivate a verizon line and then add a new one without paying...

    You can deactivate the phone but still have to pay the data and voice fees until the contract is up. You can still add another line for 9.99. but unfortunately you still have to pay what you are paying now for the iphone due to the terms of the contract.
