    Under the fair use law am I allowed to alter an image ?

    If the image itself is not yours, eg it's a photograph taken by someone else, chances are you are breaching someone's copyright by using it. Fair use does not extend to appropriating other people's creations or part thereof (be they photos, music, footage etc) to incorporate in your own.
