    Changing system locale for windows 7?

    I need to change my system locale to 'Chinese, Simplified PRC' but whenever I change it and restart my computer, it always seems to not start. It always says 'Windows cannot start computer'. I need this so I can read Chinese on a program I'm using. How to fix? Thanks :D
