It all depends on you. I personally love lugia. Psychic/Flying Eventually learns Aeroblast which is the strongest Flying attack that I know. Ho-oh only gust Gust. Shitty attack (pidgey knows it at level ten lol)
I don't like fire pokemon But Ho-oh is not so bad. Ho-oh can learn fly but Lugia...
