Refurb items are basically used but factory reconditioned; they usually even have a warranty. They really aren't lower quality, but they might have minor cosmetic problems like small scratches. I've bought several refurb items like iPods, and haven't been disappointed.

You can't add Windows Mobile to a phone that doesn't have it. The phone has to come with it already there.
