I've been looking for some methods into reducing the wind speeds in highly dense urban areas at the street level. I've thought up of a few but none of them seem very practical. Any Suggestions?

I'm looking for some free software that is able to virtualize wind and wind patterns in a 3d generated area (in order to extrapolate data from it like where is the highest wind speed or any vortexing that occur). Any suggestions would be great
