It's kind of hard to read your post without punctuation, but I think I get the point of what you are getting at. In the Regular Show episode "Party Pete", the house is a total wreck, after Party Pete explodes from drinking too much old soda. Out of the wreckage, Rigby sees a toilet that catches on fire, which leads to him saying this hilarious line. "That is the coolest thing I've ever seen." :lol:

The main point with 5.4 is to support the T5 internal flash and the file system paradigm. As far as I know. Possibly a few more changes at the API level (I could have a look at the SDK, but I don't think it's that much). So it doesn't really make much sense to install it on a T3, is my guess.
