    if a phone is unlocked from lets say sprint or verizon can it be flashed fully...

    decide what carrier you want .. is it GSM tech or CDMA ? then you will select a phone buy one unlocked that works with that. you might want to consider getting one that is WIFI enabled. but the problem is that even with wifi ... the cell phone carriers, interfere with your ability to use them...
