I installed an OS on my flash drive and the only way to get it off was to format it but for somereason it can only hold 256mb of storage when its a 4gb flash drive. how can I get it back to 4gb

When i use the magic wand tool in photoshop, then paste the image into flash, its like flash puts the white background right back in again =/ How can i stop Flash from doing this?
