    Not really, mail gets delivered in West Burabfuck Alaska, and there often isn't a dedicated, government run, post office there. It is PRIVATELY CONTRACTED by the USPS both for delivery and collection. As far as the Big City, I fail to see how a system based on "per 100,000" wouldn't work...
