It sounds like he might have a parasite of some kind. Try finding a water treatment at the pet store or internet that's safe for Beta fish. Then again, he might just be getting old.

I'd say got for one of the smaller tropical fish that looks like a shark... but I think it'd be wise to leave the great white in the ocean. They won't stay small... a great white can grow up to 20 feet long, and can weigh nearly 5,000 pounds. Good luck in finding a nice array of tropical fish...
