Gwill is completely correct. To fulfill your Sim's goal, you need to have 13 *perfect* specimens of each fish, but each have to be in their own bowl, as that's the only way. So buy 13 fish bowls... :)

I don't know about a specific gate, but you should be able to lock any door (not arches). Just click on the door and choose Allow Employees Only, or however it's actually worded. *EDIT* This works for gates, too. :)
