Don't think about the cost. The cities may be cheap, but that doesn't mean University accommodation or the local shops will be (as I found out for myself). Seriously, don't base it on how cheap the city is to visitors, because the shops and everything around the uni will ramp up their prices...

Sorry, I just don't get it. Is it selfishness, or they don't want higher taxes (though even with higher taxes it would still not cost as much as health insurance does), or is it something else?
