    Wouldn't a strong, military leader be able to crush the cartel?

    If I was the president of Mexico I'd send a majority of the army to find and crush all leaders of the cartel and execute anyone who was involved with it. With no leadership and such a painful blow to their numbers the citizens would be too afraid to cooperate with them and the cartel would lay...
