    Inside of an HTML file how do you change the windows character encoding to Windows-1252?

    I edit the HTML file on Notepad. However, when I transfer Notepad onto the Linux server the quotes turn into some weird character. I found out that changing to Windows-1252 turns it back to quotes. However, I don't know how to make the browser to change to Windows-1252 in the HTML file...

    Why doesn't CSS work when I try to incorporate it into my html website?
