    Applying Foucault's panopticon to gender/sexuality, who is the guard?

    I know that in the panopticon, prisoners become the police, policing each other and themselves. But in this actual prison, there is a guard tower - the guard isn't necessarily *always* there. Is the guard just the law? or what?
