Its a Ninja power shard of second wind, I think its the same for all jobs. You get it from fighting the "Hooligan Bullies." It's obviously pretty nice, and has a power of five. I've put it on and have seen no difference in my Ninja's skills, abilities, ETC. If anyone could find out what it does...
