When you hire a wedding photographer, would you rather have a journalistic style where the photographer just tries to capture the events as they unfold with a minimal amount of direction or would you rather have a traditional style where almost every photo is arranged by the photographer?

You can't move the background layer around, but you can duplicate it just like any other layer. Once you have duplicated it, you can put it wherever you want. If you want to delete your original background layer after that, you can.
