I was driving and I didn't know there was some kind of ditch and my car made a loud clank at the from bottom of my car. I checked at the bottom and a front board was sticking out from the bottom. What is this? How can i fix this?

I scratched my car on the way out. It hit a pole on the bumper next to the upper right tire. Just the outer paint job came off and it stands out because the paint is a dark charcol color.
I want to know how much it costs to get that fixed because it's just a small portion.
