iI put my wire in from my phone to my computer but nothing happens. It charges it but i cannot aces my phone on the computer. My computer shows no sign that it has read the phone. i click on my computer and nothings there. ??? Help??? Do i have to install software or summit?

Can you get a bike RESTRICTED? Becuase i have bought a 56 plate Rs50 but i am only 16 so i can only have a 50cc moped (restricted) but this bike has been De-Restricted. So if i take it to a garage or somewhere, would they be able to restrict it and how much would it cost?
