If the drivers side airbag and seltbelt was changed because of deployment- should the airbag module be changed also? Is this necessary? Thanks!

What would cause the air-condition to click on and off on a 2007 Toyota Camry XLE? And it is not low on gas. It is fully charged. I cannot determine if the compressor is clicking one and off because I cannot see the clutch but all I’m seeing is that the fans are coming on and off for two seconds
