    Why do games with just 1 nudity scene can get rated as "adult" and illegal while movies

    can have sex scenes? I mean some rated R movie for kids who can come watch with someone 18 and older have like 2-3 minute sex scenes with topless runing around and thats okay but when a game has like a 10 second boob, it suddenly gets rated as an adult and is illegal?
