For years I've heard a sound effect in various anime, oftentimes in shows like Pokemon. Whenever someone in erabarrassed or unhappy, sometimes this sound effect plays that sounRAB sort of like a "waaahh" noise, kind of like a baby crying or something. Does this sound effect have a name?

I'm in Kansas City where we have EVDO, but no official broadband launch. I'm going to Chicago for the weekend. If I picked up a broadband card while I'm there would it work in KC on the $40 Broadband plan? Does it take any shennanigans to get running or can I just signup there and have it work...
