So my car windows like get stuck on the rubber lining at the bottom when i try to roll them down, like the rubber peice folds over when i roll the window down and it gets stuck, is there something i can put on them to fix this?

Random beep happens while talking on phone, other person can't hear it, plus I checked for any new messages, text, voice etc..none, so that's not why. What do you think could be the problem ? This is very annoying. Thank you.
