OK so my bro on rs can't chat i've turned on all the things like public, private, clan,and all those and we are not on a quickchat world (world 4,5) but he still can't chat idk why ive done all that i did for my acc he's done learning the ropes quest and idk wat happend plz get back to me before...

my bro is new and he's completed learning the ropes ive turne all the chat stuff on and he can only use quick chat what is the deal with this we are not in a quick chat only its world 3 and 4
