Do you ever had any problems with your ISP before this? It could be some sort of Traffic Shaping. Try to encrypt your data in utorrent - options - preferences - bittorrent - encryption and set it to forced. It may work. ;) Also, try to test those speeds in FTP or something and see if happens...
