It sounds like somewhere during the process of changing the image size, you've changed the image mode (I don't know how that could have happened, but I bet it's the problem). Go to the Image pulldown menu at the top --> Image Mode --> set it to RGB and you should get your colors back.

Check you image mode - Image pulldown menu --> Mode --> set it for RGB and 8 bits/channel. Now try doing a Save As and see if it lists all the formats.
