Which engine does your 1999 Malibu have? I believe all the GM engines had fuel injection in that era. The basic adjustments should be checked at Inspection time. For example, correct ignition timing, proper operation of the EGR valve, and the correct fuel pressure at each fuel injector. -

What typically causes whining in a cars engine?
A loose "V" belt may squeal on acceleration. Check to see if the water pump turns freely. Check to see that the A/C and Alternator belts properly tensioned. Check to see if the water pump impeller is touching the cylinder head.- Phillip S
