I would check other things first: is this an automatic? you might have a bad nuetral saftey switch or you may have a broken wire to starter, check farther back on wire going to starter solenoid to see if you have 12 volts anywhere.

are there any other dash lights that are working? for example is there a light in the ashtray or radio lights up? if so when you adjust the dimmer switch do they change intensity? if they do you may have either a loose connection to instrument cluster or something as simple as bulbs burnt out...
