You could place a semi-obtrusive water-mark across a low-res version of the video, and post a password encrypted zip/rar file to megaupload (or another non-video playing hosting site). Then leave the link here for 1-2 days while the intended recipients grab it. Only give out the password for...

I order from borders all the time and they're never slow to ship. Then again, I always pay for the faster shipping. Have you taken in to account the Holiday season? Mail does run a bit slow this time of year, as do other businesses. Perhaps your items were back ordered?
