To fix that problem on a Chocolate what you have to do is go to Settings - Phone Settings - Security - Reset Phone and that should restore it.

Holy crap. I found it. In my modems I had the Sanyo USB Modem SY02. In my ports I had Sayno Diagnostic Serial Port something or other. I changed the usb modem to 2, so I could set the diagnostic serial port to 1, and now it works! Thanks everyone for your help!
