The relay should come with the horn. If you don't use it you take the risk of turning part of your harness into a crispy critter.

Four screws hold them in...nothing else. No cutting or welding required. Pulled apart and installed the quiet baffles in about 30 minutes. I did not hear the stock baffles so I can't compare them to anything. Just came back from a 500 mile jaunt yesterday and what a pleasure having all that...
