I think Cricket calls this the "Secondary Sublot Code", and, as far as I know, you an only get it from your local Cricket office. Each one is different, probably based on the ESN. Whenever I get a new phone, I get the Secondary Sublot Code with it. Then I use KPST to change it to all zeros.

A nuraber of reasons: Japan fears reverse-importing like the dickens so they tell the licensees how to release their series, and also because licensing costs a hell of a lot of money for a simple, 'standard' release. Dubs alone cost $10,000+ an episode.
