Unfortunately, I'm having the same problem on N73 (not ME edition). On clean boot I am at 19.9MB w/ Handy Taskman, but as I go throughout the day, just as you've said, I drop to about 10MB. I noticed this problem both with the previous firmware and the newest one that came out a few wks ago.
