I'm guessing you mean that the fan only works on high. That means that the blower motor resistor or the connections to it are going bad. The resistor is bypassed in high, so the fan works there.

It sounds like a worn out compressor. You should really find a better mechanic. You don't need a specialist. Just someone who knows how to hook up a pair of AC gages and read them. They could tell you in two seconds if the compressor is doing it's job.

The control line that turns on the amp uses very little current. 1 amp fuse will do. If you don't have a power antenna output you can just wire it to ignition 12 volts.

Loose power steering pump belt. Probably means the tensioner pully is bad. That belt also runs other stuff, including the water pump, so check it out.
