It does not, it is vacuum operated. You can pull the tank off with gas in it and will only leak a drop or two that is in the line at the time.

Best value? It's perhaps the most expensive bike out there. I would think the 1098R is a lot better value. The Desmo is exotic, much more like a Ferrari than the 1098R.
