I think with both of those tanks being so small, you shouldn't add anything else and you should clean them yourself. Get a bigger tank (at least 10 gallons) if you want more fish. btw, all male bettas are aggressive.

There is no best type of fish, and there are way too many fish to choose from. Go to your local fish store and ask someone about a fish you like there.

Get yourself any new glass 10 gallon tank at a pet store. Not expensive. Filter, heater, deco. Ask someone to help you get started with everything you need. Pretty much any common tropical freshwater fish will not die unless youre not caring for it properly.
