I think even if people know they will not post it. I personally do not know any 'free' newsservers. There probably are some, but as soon as they get posted a lot of newbs rush on it with 20 connections or so and then the server will be down in no time. People are keeping it more to themselves...

Newsgroups are the way to go. If it wasn't for some rare movies that pop up on some of the trackers I wouldn't use em. Some of the newsgroups even have forums and IRC channels where you can request stuff. They are far superior to any Tracker.

Insecurity! Most users won't be hardcore sceners and bust the tracker and the uploaders...but there is a chance. Always ask for proof that they'll seed too.
