Sometimes just closing the lastfm.exe and restarting it works, no need to restart iTunes. Also try Help -> Diagnostics -> (select the) iPod Scrobbling tab -> Scrobble iPod. This will basically force it to look again for new plays. After a bit it should scrobble anything that hasn't gone through...
