Because they're adding in lots of new stuff with new information and plot elements, not to mention new animation. Same purpose any remake(like the Gundam ones) have. To allow new elements to be added, that the creator wants to put in.

So Monster's been wasted on a channel nobody gets. Keroro and Michiko are now anime's official final hopes for mainstream TV success, at least until something truly awesome and marketable comes along in the near future.
