What is wrong with it? I just bought a Panasonic toughbook cf-28 laptop from ebay. The seller says "Screen worn with red tinting. Wavy red lines for the first few minutes."
Do I need a new lcd screen, or is my video card bad and do I need a new motherboard?
Or is it something else? I'm not...
