    sorry i dont know the answer to the first part of your question, but bikes have a safety mecanism that automatically cuts the bike off if you put the kickstand down while in gear, so that you can drive off with your kickstand down. you should be able to put the kickstand down in neutral tho.

    i am 17 years old now, and when i was 15 i had a honda virago 250, as soon as i hit 16 i bought a 1000cc bike. for your height a bike of that size might actually be comftorable , and as for the safety issues, from my experience as long as your are safe and careful and don't go out doing...
