I would first check for noise from the fuel pump and fuel pressure, if no noise then fuses, then check fuel pump relay and it's circuit, if you know how the circuit operates you can pull the relay and check for power at proper points, if good then use a jumper wire to supply power to the pumps...

You don't have to remove the engine, but you may have to lift or lower the engine to R&R the water pump. If you don't know how to do this I suggest you get some one who does.
