I am pretty sure it is Live wallpaper but is it available on any Android Smartphone such as the Samsung Galaxy S?

What I'm trying to ask is would I have pretty much the same web browser and everything as I had on my old phone? Also would I be able to still download ringtones or apps from Bell?
