I just turned 50 and want to start riding. What's a good beginner bike for a 5' female that will be riding on country roads and some trails?

I am 5'1" with a 27.5" inseam. I think I need about a 47" frame, but have seen some at 20" (?). I don't want to put too much, maybe not over $200 in a used bike.
