    Do I have to use water-based primer if I'm using latex paint?

    The room was wall-papered, but I have removed it and the glue. I think the walls were primed with oil-based primer before papering. Is it necessary now to prime them before I paint? And if I use a latex primer, should I lightly sand the walls first?
